Alright Everyone, I have all the info and requirements..

PROGRAM DETAILS
All participants agree to pick up litter from a segment of roadside for a two-year period. Participants do all the litter pickup on the roadside. For safety reasons, participants may not pick up litter in medians or along the shoulders of heavily traveled roads. DPW will conduct litter operations in these areas.

The minimum length of adopted segments is two miles, and includes both sides of the road. Participants may adopt adjacent segments of road if the adjacent segments are not already adopted and meet safety requirements.

Litter must be picked up according to the frequency you assign for that segment. Frequencies may be quarterly (four times per year), bi-monthly (six times per year), monthly (twelve times per year), or weekly (52 times per year), depending on the area.

DPW will provide free trash bags and orange vest and will dispose of filled bags if the adopter is unable to dispose of them.

In order to measure the success of the program, participants are asked to fill out a sign-up sheet for each cleanup event, and submit it to DPW as instructed. A signup sheet is included in this document.

Ideally, we would like to see littering stop, but you can help keep our road sides clean and attractive by participating in Adopt-A-Road. Adopt-A-Road designates certain road sections for private assistance with litter removal. Your business or community group can help keep roads litter-free by "adopting" one of the approved sections of road.
Our Adopt-A-Road coordinator will help you through the right-of-way permit process. The permit is free and liability insurance will not be required. All group leaders will be given safety training before being allowed to work near County roads. Only those sections of road considered safe for volunteer litter removal are approved for adoption.

Participants in this program are expected to clean their two-mile section of road at least four times a year. The Department of Public Works will provide plastic trash bags and orange safety vests. County crews will pick up and dispose of trash bags you fill with trash.
Your group or business will be named on the special Adopt-A-Road sign provided by the County and placed at each end of your adopted road.

The County's Adopt-A-Road program is for county-maintained roads. To adopt a section of State highway or Interstate freeway, call the CalTrans Adopt-A-Highway program at (619) 688-3367.
Roadside Trash
Besides presenting a poor appearance, litter and trash can cause traffic hazards and affect drainage. Each year Department of Public Works crews removes more than 1,300 tons of litter along County-maintained roads. Driving hazards and large items are our first priority for removal. You can help by reporting trash. If trash is in the roadway, call (858) 874-4040. To report trash that is off the roadway, call the compliance office of the San Diego County Department of Environmental Health at (858) 694-3741.

I thought there was still a yearly fee you need to pay to the state to keep the organization's name on the sign and some other misc fees?
